It's literally her sun damaged skin. This happens when you put 500% exposure filter on rash/freckles caused by tanning.

Sunspots/sun damage to her skin. Probably from years of tanning.

lol it's obvious it's sun damage, if it were strangulation marks they would be in her neck instead of her chest

In the original post filtered or not you can see it’s like a sunburn peeling. She has a lot of sun damage around her chest/neck area. She really needs to stop using tanning oils and start using sunscreen. And stop sunbathing in general.

And she looks so much better with her pale complexion!

If she really really insist on being tan she can always get spray tans like most do. She doesn’t have to be super dramatic with it like Ariana grande/stripped era Christina but she can lightly tan that way.

I think she had done that in the past but I’m also thinking it might be an insecurity like not wanting to look washed out. Lots of celebrities seem to have that since flash and lighting does that.
